I noticed a lot of sow thistle plants in my allotment are heavily infected with what appears to be a rust fungus, is this a disease that could spread to any other vegetable crop?

Fortunately the species of rust on the thistles puccinia suaveolens, is specific to thistles, so it will not pose a threat to any garden vegetable crop.

There appears to be rust fungus on some weeds in my garden, is this likely to be a danger cultivated plants in my garden?

It is best to assume that any pest or disease on weeds could spread to related cultivated plants, so it would be best to destroy the infected plants.
